The recently-opened Poverty Alleviation desk
will monitor the implementation of government’s poverty reduction
programs, one of which is Kapit Bisig Laban sa Kahirapan (KALAHI)
program. The desk will monitor KALAHI’s implementation in the rural and
urban areas, and examine whether or not it reaches its intended
beneficiaries – the poor. To do this, the desk closely coordinates with
the government’s National Anti-Poverty Commission (NAPC).
In the past months, the desk has been
actively networking with various groups involved in poverty issues in
order to establish contacts and explore areas of cooperation. It has
become a member of the Poverty and Welfare Research Network (PWRN),
which seeks to organize and integrate studies on poverty and serve as a
venue for discussion and debate on poverty issues. Composed of members
of the academe and research organizations, PWRN aims to help government
achieve a clearer and more focused strategy in addressing poverty
through its research recommendations and policy outputs. The desk is presently engaged in the
production of a database on poverty in the urban and rural areas and
research on basic sector participation in the government's poverty
reduction strategy. It also networks with other groups on the
issue of budget advocacy, that is, advocacy related to items in
government budgets, and reducing leakages in the budget.
